Climate change countermeasures (measures to reduce CO2 and other greenhouse gas emissions) are being strengthened around the world, but current measures are far from achieving the goal of limiting the rise in global temperature to 1.5°C or 2°C, the goal set in the Paris Agreement and other agreements.

Against this backdrop, there is growing interest in a new approach called solar radiation modification (SRM; also called solar geoengineering or climate engineering). However, SRM is controversial, and it is essential to evaluate it from social science and governance perspectives in addition to natural science assessments. Scenarios are used to evaluate effects and side effects/risks, but up to now scenarios have focused on natural science aspects, making it difficult to obtain actual policy implications.

This paper proposes a new framework of scenarios based on the actual possible deployment. It is hoped that the proposals in this paper will serve as the basis for future international scientific assessments, including those of the Intergovernmental Panel on Climate Change (IPCC).
