Policy issues in today’s society are becoming increasingly complex, and advanced analytical skills are needed to promote evidence-based or evidence-informed policy. While previous literature has mainly used questionnaires to analyze policy analytical capacity, this study developed new indicators of policy analytical capacity based on publicly available information. Applying these indicators to renewable energy policy cases in Japan, the U.S. (California), and Germany, we find that Japan has relatively low policy analytical capacity.
