Air pollution is still a fatal issue and World Health Organisation (WHO) reports it contributes to 4.2 death every year. The importance of behavioral changes and supporting activities has repeatedly emphasized in addition to technological solution. But a comprehensive expertise is still lacked.

In this paper, we systematically reviewed the academic literature on air pollution and behavioral change, and derived a comprehensive guideline including channel of communication, message content, and etc. Governments should not rely only on ‘hard’ policies such as regulation and tax, but can adopt ‘soft’ policies like public communication and campaigns promoting behavioral changes. The results of this paper are expected to be utilized as a guideline for implementing effective ‘soft’ policies.
