Considering the threat of water shortages resulting from climate change, it is crucial to pay attention to ground realities of politics and governance of water in cities. To this end, this paper focuses on access to water for low-income residents of Metro Manila, Philippines. Top-down policies from the state and private concessionaires and bottom-up everyday practices of urban poor provide insights in persisting inequities of water.
