The two pillars of this research project are (1) a survey of policy trends in the U.S., China, and Europe, and (2) a survey of trends in the science and technology community. We conduct data collection and analysis through fieldwork, interviews, and discussions among experts on the following five topics.
(i) Policy trends in the U.S.: Analysis of the U.S. government’s policies to tighten export control; analysis of discussions in the U.S. Congress, scientific community, industry, and multilateral cooperation frameworks
(ii) Policy trends in China: Analysis of the Chinese government’s science and technology policies; analysis of trends in R&D and technological development in China’s scientific and industrial sectors
(iii) Policy trends in Europe: Analysis of trends in EU economic policy and Indo-Pacific strategy; analysis of the background to these trends in discussions in national parliaments, industry, interest groups, and think tanks in the UK, France, and Germany; analysis of trends in public opinion that support stronger policy toward China and human rights due diligence
(iv) Technological trends: Analysis of trends in research and development of important and emerging technologies; analysis of discussions surrounding international standardization and regulatory application
(v) Trends in international affairs: Research and analysis of trends in international affairs, including trends in research on the concept of economic statecraft and the effectiveness of economic sanctions against Russia following its invasion of Ukraine
Members of this research project are a highly interdisciplinary team of experts from inside and outside the University of Tokyo, who are active at the forefront of related fields such as international political economy, security, U.S. foreign policy, the political economy of Asia and China, and science, technology, and society.
