概要

アジア諸国が洋上風力発電産業の開発を進める中、コスト効率の達成、将来にわたる資材・設備・人材の確保、地域経済の持続可能な発展という複数の課題に直面している。これらの課題に対処するためには、国境を越えたアジアのサプライチェーンの最適な発展が必要であり、ASEANの国が協力することが極めて重要である。このような連携の可能性について、有力な港湾の開発戦略への示唆を含め、地方港湾というサブナショナルな視点から議論する。

日本風力発電協会、Global Wind Energy Councilおよび北九州市が共催するGlobal Offshore Wind Summit Japanのサイドイベントに参加し、ワークショップシリーズの取りまとめとなるセッションを行った。ベトナムのバリアブンタウ省ジャパンデスクおよび北九州市港湾局の担当者をスピーカーとして招聘し、それぞれの港湾都市における洋上風力のための港湾開発の経験と将来展望を伺った。その後、司会付きのQ&Aセッションを経て、会場およびオンラインの参加者全員で東アジアにおける越境的なサプライチェーンおよび市場構築のための協力の可能性について、特に港湾都市や、港湾間の国際的な連携が果たす役割に注目しながらディスカッションを行った。
